dc.description.abstractСтаття присвячена дослідженню формування кадрового резерву на публічній службі. Сформульовано визначення поняття кадрового резерву. Розглянуто сутність кадрового резерву, його роль та значення. Узагальнено думку вчених щодо основних принципів формування та використання кадрового резерву на публічній службі. Проаналізовано основний зміст Постанови Кабінету міністрів України «Про реалізацію експериментального проєкту щодо створення резерву працівників державних органів для роботи на деокупованих територіях України» від 23 травня 2023 року № 524. Визначено етапи формування та функціонування кадрового резерву згідно цієї постанови. Результати дослідження підтверджують необхідність пошуку нових підходів та ідей, які сприятимуть, зокрема, організаційно-методичному проектуванню ефективних механізмів і кадрових технологій, а також формуванню та ефективному управлінню кадровим потенціалом державної служби в Україні. Автором запропонована система дієвих та ефективних заходів у формуванні та підвищенні кваліфікаційного рівня кадрового резерву на публічній службі
dc.description.abstractotherThe article is devoted to the study of the formation of the personnel reserve in the public service. The definition of the concept of personnel reserve is formulated. The essence of the personnel reserve, its role and significance is considered. The opinion of scientists regarding the basic principles of the formation and use of the personnel reserve in the public service is summarized. The main content of the Resolution of the Cabinet of Ministers of Ukraine «On the implementation of an experimental project on the creation of a reserve of employees of state bodies for work in the de-occupied territories of Ukraine» dated May 23, 2023 No. 524 was analyzed. The stages of the formation and functioning of the personnel reserve according to this resolution were determined. The stages of the formation and functioning of the personnel reserve are determined according to this resolution. The results of the study confirm the need to find new approaches and ideas that will contribute, in particular, to the organizational and methodical design of effective mechanisms and personnel technologies, as well as the formation and effective management of the personnel potential of the civil service in Ukraine. The author proposed a system of effective and efficient measures in the formation and improvement of the qualification level of the personnel reserve in the public service
