Дисертація на здобуття наукового ступеня доктора філософії за спеціальністю 052 «Політологія». - Державний торговельно-економічний університет, Київ, 2022.Сучасний етап розвитку демократії в світі, і , зокрема, демократії в України лишає відкритою проблему демократичних транзитів, а також розвитку демократій та впливів на демократії зі сторони геополітичного середовища. Необхідність розглянути проблему зовнішніх впливів на розвиток демократій в геополітичних середовищах є нагальною для аналізу стану демократії в світі. Визначення особливостей зв’язку зміни демократії з геополітичним середовищем та його недемократичними елементами дає можливість більш глибоко розглянути проблему зовнішніх впливів на політичні режими. В свою чергу це дає можливість виділити елементи демократичних систем, що потенційно можуть зазнавати впливів недемократичних сусідів. Аналіз тенденцій зміни розвитку демократії України в певному геополітичному середовищі, де присутні недемократичні та гібридні країни, надає більш детального розгляду проблемі зв’язків політичних режимів в геополітичних середовищах в цілому, а зокрема – на конкретному прикладі розкриває особливості розвитку демократій в геополітичних умовах з присутністю недемократичних та гібридних сусідів. З урахуванням війни Росії проти України та специфіки позицій різних країн-сусідів України в рамках війни, ще більшої актуальності набуває питання, яким чином в певному геополітичному середовищі виглядають взаємозв’язки країн, особливо якщо ці країни мають різні типи політичних режимів. Чи може демократія слабшати, або укріплюватись в залежності від геополітичного середовища, в якому живе країна. Чи можуть інші країни геополітичного середовища впливати певним чином на зміну політичного режиму сусідів, або, навпаки, середовищні впливи мало визначають зміни політичних режимів, зокрема – демократій, в геополітичному контексті. Ці питання давно розглядаються в політичній науці, однак на сьогоднішній 3 день теоретичній дискусії щодо цієї проблеми бракує валідних даних, заснованих на конкретних розрахунках. В сучасних умовах сама геополітична концепція класичного зразка має бути переглянута з урахуванням глобалізаційних тенденцій. Однак навіть в новому прочитанні геополітична концепція, в якій географічний вимір втрачає позиції на користь виміру інформаційного та культурного, однаково визначає особливості середовища через географічну близькість та специфіку матеріальних ресурсів країн. Сучасні виклики вимагають перегляду примату географічного концепту, тим не менше, вони звертають увагу теоретиків та практиків на конфлікти і напруження на міжнародній арені, що мають в основі саме географічний аспект та боротьбу за матеріальні ресурси. Саме тому геополітична концепція, з однієї сторони застаріла через брак глобального погляду на географічний простір, дає можливість поєднати матеріальний вимір міжнародної взаємодії країн та вимір нематеріальний, що включає інформаційну та культурну складову. В рамках оновленого погляду на геополітичну концепцію можливо визначити і специфіку розвитку політичних режимів в геополітичних умовах. Для цього необхідно поглянути на особливості існування певних геополітичних середовищ та на взаємозв’язки країн, що входять в ці геополітичні середовища. На прикладі України в межах її геополітичного середовища можливо представити такий підхід, де рамки геополітичного середовища визначатимуть географіко-інформаційні рамки дослідження розвитку конкретної демократії. Окреслення таких рамок дає можливість розглянути розвиток демократії з урахуванням можливих зовнішніх впливів саме через зв’язки з чітко окресленим середовищем. На основі кореляційних показників, тобто, показників взаємозв’язків розвитку політичних режимів в окресленому геополітичному середовищі можливо визначити і те, чи може існувати підґрунтя для зовнішніх впливів на розвиток демократії в геополітичному середовищі. За умови відсутності кореляції трендів розвитку політичних режимів в конкретному геополітичному середовищі можемо визначити, що не існує і підґрунтя для зовнішніх впливів на політичні режими в цілому і демократії зокрема. І навпаки, коли кореляційні зв’язки розвитку політичних режимів країн конкретного середовища високі, це 4 вказує на існування підґрунтя для зовнішніх впливів середовища або окремих його елементів. Отже, в дисертаційному дослідженні піддаються аналізу основні теоретичні підходи до вивчення сутності політичних режимів, зокрема – демократичних та недемократичних, досліджується розвиток понять «політичний режим», «демократія», «недемократичний політичний режим». Зокрема, в аналізі розкриваються теоретичні підходи до проблеми розвитку демократії, особливості підходів до типології політичних режимів з огляду на фактори, що визначають розвиток політичних режимів. В рамках дослідження визначаються проблемні питання теоретичних підходів до вивчення особливостей зовнішніх впливів на розвиток політичних режимів, а також визначається різниця підходів до визначення поняття, що описує вплив зовнішніх акторів на політичний режим. Також систематизуються теоретичні підходи до поняття «геополітичне середовище». Удосконалені поняття «політичний режим», «геополітичне середовище». На основі удосконалених понять проаналізовані актуальні методики вимірювання розвитку політичних режимів, зокрема – демократій. Типологізовані існуючі підходи до вимірювання політичних режимів, зокрема – демократій. Дослідження визначає основні засади інтегрального концепту вимірювання демократій з огляду на його застосування у вивченні розвитку демократій за умови зовнішнього впливу певного геополітичного середовища. В рамках досліджуваної теми проаналізовані основні фактори розвитку демократії України в 2006-2018 рр. за трьома індексами демократії – The Economist Democracy Index, Freedom In the World та Polity IV, що представляють три різні підходи до визначення сутності демократичного політичного режиму. Виявлено спільні та відмінні риси трьох індексів демократії на прикладі практичного вивчення розвитку демократії України в 2006-2018 рр.. Визначено основні фактори, що пов’язані з розвитком демократії України в 2006-2018 рр. в рамках трьох обраних індексів демократії. Визначено спільні та відмінні фактори, що пов’язані з розвитком політичного режиму в Україні в період 2006-2018 рр. для трьох обраних 5 індексів, на основі чого розроблено інтегральний підхід до вибору факторів вимірювання демократії з огляду на зовнішні впливи в геополітичному аспекті. Дослідження аналізує специфіку демократичних трендів обраного геополітичного середовища України в період 2006-2018 рр. за індексами демократії The Economist Democracy Index та Freedom In the World. Визначено найчутливіші фактори, що пов’язані з розвитком демократій в обраному геополітичному середовищі України в період 2006-2018 рр. за індексами The Economist Democracy Index та Freedom In the World. В результаті розроблено інтегральний підхід до вибору факторів вимірювання розвитку демократій в окремому геополітичному середовищі для України, з умови найчутливіших та найменш чутливих для зовнішніх впливів факторів за трьома обраними індексами демократії. Практичне значення результатів дослідження полягає у визначенні факторів, що пов’язані з розвитком демократичних режимів за умови потенційного впливу певного геополітичного середовища, на прикладі України. Отримані результати дослідження надають можливості аналізувати виміри демократичної системи України з точки зору найвразливіших елементів, що можуть піддаватись зовнішнім впливам недемократичних акторів геополітичного середовища. Актуальність проведеного дослідження відповідає викликам сучасної політичної науки. Крім того, дослідження надає практичне підґрунтя для розробки стратегій та прийняття рішень у сфері імплементації демократичних інструментів, укріплення демократії та захисту її від можливих зовнішніх впливів геополітичного середовища та окремих його елементів. Більше того, дослідження вказує на потенційно чутливі до зовнішніх впливів фактори впровадження демократії України. | |

The current stage of development of democracy in the world, and in particular democracy in Ukraine, leaves open the problem of democratic transits, as well as the development of democracies and influences on democracy from the geopolitical environment. The need to consider the problem of external influences on the development of democracies in geopolitical environments is urgent for the analysis of the state of democracy in the world. Identifying the links between democracy change and the geopolitical environment and its non-democratic elements provides an opportunity to look more deeply at the problem of external influences on political regimes. In turn, this makes it possible to identify elements of democratic systems that could potentially be influenced by undemocratic neighbors. Analysis of trends in democracy in Ukraine in a particular geopolitical environment, where there are undemocratic and hybrid countries, provides a more detailed consideration of the problem of political regimes in geopolitical environments in general, and in particular – within a specific example, which reveals the peculiarities of democracies in geopolitical conditions in the presence of non-democratic and hybrid neighbors. Given Russia's war against Ukraine and the specific positions of Ukraine's neighbors in the war, the question of how countries connect in a particular geopolitical environment, especially if they have different types of political regimes, becomes even more relevant. Can democracy weaken or strengthen depending on the geopolitical environment in which the country exists. Whether other countries in the geopolitical environment can influence the change in the political regime of their neighbors in some way, or, conversely, environmental influences have little effect on changes in political regimes, in particular democracies, in the geopolitical context. These issues have long been considered in political science, but today the theoretical discussion on this issue lacks valid data based on specific calculations. In modern conditions, the very geopolitical concept of the classical model must be reconsidered in the light of globalization trends. However, even in the new reading, the geopolitical concept, in which the geographical dimension loses its position in favor of the information and cultural dimension, still determines the features of the environment due to geographical proximity and specifics of material resources of countries. Modern challenges require a rethinking of the primacy of the geographical concept, however, they draw the attention of theorists and practitioners to conflicts and tensions in the international arena, which are based on the geographical aspect and the struggle for material resources. That is why the geopolitical concept, on the one hand obsolete due to the lack of a global view of the geographical space, makes it possible to combine the material dimension of international cooperation and the intangible dimension, which includes information and cultural component. Within the framework of an updated view of the geopolitical concept, it is possible to determine the specifics of the development of political regimes in geopolitical conditions. To do this, it is necessary to look at the peculiarities of the existence of certain geopolitical environments and the relationships of countries that are part of these geopolitical environments. On the example of Ukraine within its geopolitical environment, it is possible to present such an approach, where the framework of the geopolitical environment will determine the geographical and information framework of the study of the development of a particular democracy. Defining such a framework makes it possible to consider the development of democracy in the light of possible external influences precisely through the links with a clearly defined environment. On the basis of correlation indicators, ie indicators of the relationship between the development of political regimes in the defined geopolitical environment, it is possible to determine whether there can be a basis for external influences on the development of democracy in the geopolitical environment. In the absence of correlation of trends in the development of political regimes in a particular geopolitical environment, we can determine that there is no basis for external influences on political regimes in general and democracy in particular. Conversely, when the correlations between the development of political regimes in a particular environment are high, it indicates the existence of a basis for external influences of the environment or its individual elements. The dissertation research analyzes the main theoretical approaches to the study of the essence of political regimes, in particular - democratic and non-democratic, the development of the concepts of "political regime", "democracy", "undemocratic political regime". The analysis reveals theoretical approaches to the problem of democracy development, the features of approaches to the typology of political regimes in view of the factors that determine the development of political regimes. The study identifies problematic issues of theoretical approaches to the study of external influences on the development of political regimes, as well as identifies differences in approaches to the definition of the concept that describes the impact of external actors on the political regime. Theoretical approaches to the concept of geopolitical environment are also systematized. Improved are the concepts of "political regime", "geopolitical environment". On the basis of improved concepts, the current methods of measuring the development of political regimes, in particular - democracies – are analyzed. Existing approaches to measuring political regimes, in particular democracies, are typified. The research determines the basic principles of the integrated concept of measuring democracies, given its application in the study of the development of democracies under the external influence of a particular geopolitical environment. Within the framework of the researched topic the main factors of development of democracy of Ukraine in 2006-2018 are analyzed according to the three indices of democracy - The Economist Democracy Index, Freedom In the World and Polity IV, which represent three different approaches to defining the essence of democratic political regime. The common and distinctive features of the three indices of democracy are revealed on the example of practical study of the development of democracy in Ukraine in 2006-2018. The main factors related to the development of democracy in Ukraine in 2006-2018 are identified within the three selected indices of democracy. Common and different factors related to the development of the political regime in Ukraine in the period 2006-2018 for the three selected indices are identified, within the basis of the integrated approach to the choice of factors measuring democracy in terms of external influences in geopolitical realm. The study analyzes the specifics of democratic trends in the chosen geopolitical environment of Ukraine in the period 2006-2018 according to the indices of democracy The Economist Democracy Index and Freedom In the World. The most sensitive factors to the development of democracies in the chosen geopolitical environment of Ukraine in the period 2006-2018 have been identified according to The Economist Democracy Index and Freedom In the World. As a result, an integrated approach was created within the choice of factors for measuring the development of democracies in a particular geopolitical environment for Ukraine, based on the most sensitive and least sensitive factors towards external influences. The practical significance of the results of the study is the determination of the factors associated with the development of democratic regimes under the potential influence of a particular geopolitical environment, within the case of Ukraine. The results of the study provide an opportunity to analyze the dimensions of Ukraine's democratic system in termsof the most vulnerable elements that may become subject to external influences of undemocratic actors in the geopolitical environment. | |
