dc.description.abstractКалініченко О. М. Розвиток інноваційної інфраструктури закладу вищої освіти. – Кваліфікаційна наукова праця на правах рукопису. Дисертація на здобуття наукового ступеня доктора філософії за спеціальністю 073 – Менеджмент. – Державний торговельно-економічний університет, Київ, 2024. Дисертація є комплексним дослідженням теоретичних, методичних та практичних аспектів розвитку інноваційної інфраструктури закладу вищої освіти. Актуальність теми зумовлена необхідністю дослідження і вирішення низки теоретичних питань щодо розвитку інноваційної інфраструктури закладу вищої освіти, як одного з ключових аспектів забезпечення принципів інноваційності та цифровізації вищої освіти в умовах післявоєнного відновлення України. У роботі систематизовано та представлено вирішення актуального наукового завдання, що полягає в обґрунтуванні теоретико-концептуальних засад і методичних підходів до розвитку інноваційної інфраструктури закладу вищої освіти, та запропоновано практичні рекомендації щодо забезпечення ефективності розвитку інноваційної інфраструктури закладу вищої освіти. Визначено, що заклади вищої освіти є ключовими провайдерами інновацій та активними учасниками Національної інноваційної системи і вони потребують наявності сприятливого інноваційного клімату, що реалізується шляхом ефективного функціонування їх інноваційної інфраструктури. На основі структурно-функціонального підходу інноваційну інфраструктуру закладу вищої освіти визначено, як сукупність структурних елементів (відділів, центрів, підрозділів, організацій чи підприємств) на базі закладу вищої освіти, що функціонують з метою створення, вдосконалення, поширення та впроводження інновацій. В свою чергу, інноваційну екосистему закладу вищої освіти визначено, як систему взаємозв’язків між елементами інноваційної інфраструктури, що функціонують з метою створення, вдосконалення, поширення та впровадження інновацій. Досліджено, узагальнено та систематизовано теоретичні та методичні положення щодо сутнісних характеристик та особливостей інноваційної інфраструктури закладу вищої освіти, а саме: - ідентифіковано її основні функції (стимулююча, забезпечуюча, алокаційна, інтегруюча); - ідентифіковано та охарактеризовано її архітектуру, визначено ключові елементи та взаємозв’язки між ними; - визначено методичні підходи до дослідження інноваційного потенціалу закладу вищої освіти, що є ключовим аспектом формування та розвитку інноваційної інфраструктури; - визначено, що процес розвитку інноваційної інфраструктури лежить в парадигмі еволюції моделей університету Університет 1.0 ⇒ Університет 5.0. Не зважаючи на всі кризові явища, які виникли в економіці України протягом останнього десятиліття, можливості, що виникають в умовах повоєнного відновлення, вимагають структурних змін та трансформацій всіх сфер, в тому числі вищої освіти. Водночас, аналіз результативності інноваційної діяльності України на основі показників міжнародних рейтингів показав наявність значних негативних тенденцій у таких аспектах, як фінансування науки, публікаційна активність науковців, патентування. Що стосується виключно сфери вищої освіти, не зважаючи на незначні позитивні тенденції, загалом українські заклади вищої освіти мають низький рівень конкурентоспроможності на глобальному чи європейському ринках освітніх послуг. Аналіз інтелектуального потенціалу закладів вищої освіти України показав, що переважна більшість українських закладів вищої освіти мають помірно високий рівень інтелектуального потенціалу. Заклади з помірно високим та високим рівнями інтелектуального потенціалу здебільшого мають більш диверсифіковану інноваційну інфраструктуру, що вказує на існуючу залежність рівня розвитку інноваційної інфраструктури від інтелектуального потенціалу. Після визначення рівня розвитку інноваційної інфраструктури аналізованих закладів та співставлення його до рівня інтелектуального потенціалу автором розроблено карту позиціонування закладів вищої освіти за досліджуваними показниками. В результаті цього, проведено групування закладів та ідентифіковано лідерів і аутсайдерів, що дозволяє розробити практичні рекомендації та стратегії розвитку інноваційної інфраструктури закладу вищої освіти з урахуванням їх позиціонування. Проаналізувавши ключові системоутворюючі та стратегічні нормативні документи Європейського Союзу та України, можна зробити висновок, що наразі країна знаходиться в точці біфуркації і вимагає системної трансформації з урахуванням тренду на інноваційність та цифровізацію освіти, а розвиток інноваційної інфраструктури визначено ключовим аспектом реалізації такої трансформації. З використанням кластерного підходу, запропоновано та охарактеризовано ключові етапи процесу формування інноваційної інфраструктури: аналіз інноваційного потенціалу, проєктування, запуск хабів інноваційної інфраструктури, запуск допоміжних та обслуговуючих елементів, запуск інноваційної екосистеми, контроль та подальший розвиток. Масштабування і розширення інноваційної інфраструктури закладу вищої освіти визначено важливим аспектом забезпечення конкурентоспроможності на ринку освітніх та наукових послуг. Створення механізму взаємодії елементів інноваційної інфраструктури визначено як формування інноваційної екосистеми закладу вищої освіти, виділено ключові етапи цього процесі і ідентифіковано основних учасників. На основі цього, розроблено систему моделей інноваційної екосистеми для кожного рівня еволюційного розвитку закладів вищої освіти (Університет 1.0, Університет 2.0, Університет 3.0, Університет 4.0 та Університет 5.0) з урахуванням їх функціональних особливостей. Визначено складові та джерела формування ресурсного забезпечення процесу розвитку інноваційної інфраструктури закладу вищої освіти. На основі проведеного аналізу автором запропоновано комплекс практичних рекомендацій щодо забезпечення ефективного розвитку інноваційної інфраструктури закладу вищої освіти з урахуванням функціональних особливостей, рівня розвитку інноваційної інфраструктури та інтелектуального потенціалу.

The dissertation is a comprehensive study of theoretical, methodological, and practical aspects of the development of the innovative infrastructure of the higher education institution. The relevance of the topic is determined by the need to research and solve a number of theoretical issues regarding the development of the innovative infrastructure of the higher education institutions, as one of the key aspects of ensuring the principles of innovation and digitalization in higher education under the conditions of post-war reconstruction of Ukraine. In the study, a generalization and presentation of solutions to the current scientific task are provided, which consists in substantiating the theoretical-conceptual foundations and methodological approaches to the development of the innovative infrastructure of the higher education institution, and practical recommendations are proposed for ensuring the effectiveness of the development of the innovative infrastructure of the higher education institution. It has been determined that higher education institutions are key providers of innovation and active participants in the National Innovation System, requiring the presence of a favorable innovation climate. This is realized through the effective functioning of their innovation infrastructure. Based on the structural-functional approach, the innovation infrastructure of a higher education institution is defined as a set of structural elements (departments, centers, divisions, organizations, or enterprises) within a higher education institution that operate with the goal of creating, improving, disseminating, and implementing innovations. In turn, the innovation ecosystem of a higher education institution is defined as a system of interrelations between the elements of the innovation infrastructure that function with the goal of creating, improving, disseminating, and implementing innovations. The study has explored, summarized, and systematized theoretical and methodological positions regarding the essential characteristics and features of the innovative infrastructure of higher education institutions, specifically: • identified its main functions (stimulating, supporting, allocation, integrating); • identified and characterized its architecture, determined the key elements and the interconnections between them; • defined methodological approaches to the research of the innovative potential of higher education institutions, which is a key aspect of forming and developing innovative infrastructure; • determined that the development process of innovative infrastructure lies in the paradigm of the evolution of university models from University 1.0 to University 5.0. Despite all the crisis phenomena that have occurred in Ukraine's economy over the last decade, the opportunities arising in the conditions of post-war reconstruction demand structural changes and transformations in all spheres, including higher education. The analysis of the intellectual potential of higher education institutions in Ukraine has shown that the vast majority of Ukrainian higher education institutions have a moderately high level of intellectual potential. Institutions with moderately high and high levels of intellectual potential mostly have a more diversified innovative infrastructure, indicating an existing dependency of the level of innovative infrastructure development on intellectual potential. After determining the level of innovative infrastructure development of the analyzed institutions and comparing it to the level of intellectual potential, the author developed a positioning map of higher education institutions based on the studied indicators. As a result, institutions were grouped and leaders and laggards were identified, which allows for the development of practical recommendations and strategies for the development of innovative infrastructure of higher education institutions, taking into account their positioning. By analyzing the key systemic and strategic regulatory documents of the European Union and Ukraine, it can be concluded that the country is currently at a bifurcation point and requires systemic transformation, taking into account the trend towards innovation and digitalization of education, with the development of innovative infrastructure identified as a key aspect of such transformation.Using a cluster approach, key stages in the process of forming innovative infrastructure are proposed and characterized: analysis of innovative potential, design, launch of innovation infrastructure hubs, launch of auxiliary and service elements, launch of the innovation ecosystem, control, and further development. Scaling and expanding the innovative infrastructure of higher education institutions is identified as an important aspect of ensuring competitiveness in the market of educational and scientific services. The creation of a mechanism for the interaction of elements of the innovative infrastructure is defined as the formation of the innovation ecosystem of a higher education institution, with key stages of this process outlined and the main participants identified. Based on this, a system of models for the innovation ecosystem for each level of evolutionary development of higher education institutions (University 1.0, University 2.0, University 3.0, University 4.0, and University 5.0) is developed, taking into account their functional features. The components and sources of forming the resource provision for the development process of innovative infrastructure in higher education institutions have been identified. Based on the analysis conducted, the author has proposed a set of practical recommendations for ensuring effective development of the innovative infrastructure of higher education institutions, taking into account functional features, the level of development of innovative infrastructure, and intellectual potential.
