dc.description.abstractХодаковський В.В. Фінансово-бюджетна політика економічного розвитку. – Кваліфікаційна наукова праця на правах рукопису. Дисертація на здобуття ступеня доктора філософії за спеціальністю 072 «Фінанси, банківська справа та страхування» (07 «Управління та адміністрування»). – Державний торговельно-економічний університет, Київ, 2023. Дисертація є комплексним дослідженням теоретичних засад та удосконалення методологічних положень формування фінансово-бюджетної політики, підвищення бюджетної результативності як інструменту економічного розвитку. Фінансово-бюджетна політика як складова забезпечення розвитку економіки спрямована на створення дієвої системи управління фінансовими ресурсами держави. Виважений підхід щодо бюджетного планування є важливою передумовою ефективної соціально-економічної політики. Формування бюджету заслуговує відповідної уваги виходячи з необхідності підвищення результативності управління державними фінансами в умовах суспільно-економічних перетворень. Важливим є розкриття сутності формування та реалізації фінансово-бюджетної політики як інструменту економічного розвитку, інтеграції бюджетних складових управління фінансово- економічними відносинами, обгрунтованості бюджетного механізму, упорядкування системи публічних закупівель в умовах недостатнього рівня формування доходів бюджету та значного рівня дефіциту бюджету, визначення напрямів розвитку системи формування бюджету з врахуванням пріоритетів соціально-економічного розвитку країни. У даних фінансово-економічних умовах вагомим є визначення пріоритетних напрямів фінансово-бюджетної політики, оцінка її впливу на економічний розвиток країни, впровадження дієвих фінансових та бюджетних складових суспільного розвитку. Важливим є удосконалення підходів щодо формування фінансово-бюджетної політики як інструменту економічного розвитку, дієвого використання фінансово-бюджетних механізмів як складової економічної політики держави. Об’єктом дослідження є фінансово-бюджетна політика. Предметом дослідження є теоретичні засади та механізми формування фінансово-бюджетної політики економічного розвитку. У роботі застосовано сукупність методів і підходів, що дозволило реалізувати концептуальну єдність дослідження. Системний та структурний методи використано при розкритті сутності фінансово-бюджетної політики. За допомогою порівняльного та факторного методів узагальнено досвід формування та здійснення фінансово-бюджетної політики у країнах з розвинутою та трансформаційною економікою. Методи наукового абстрагування, синтезу застосовано при визначенні основних напрямів фінансово-бюджетної політики економічного розвитку. Інформаційну базу дослідження становили законодавчі та нормативно- правові акти з питань формування фінансово-бюджетної політики, статистичні та аналітичні матеріали Міністерства фінансів України, Міністерства економіки України, Державної служби статистики України, Державної казначейської служби України, Державної аудиторської служби України, відповідні монографії, наукові статті вітчизняних та зарубіжних вчених. Наукова новизна одержаних результатів полягає у розкритті сутності формування та реалізації фінансово-бюджетної політики як інструменту економічного розвитку, яка полягає в інтеграції бюджетних складових управління фінансово-економічними відносинами виходячи з пріоритетів соціально-економічного розвитку країни, з врахуванням необхідності раціонального використання бюджетних видатків, бюджетної адаптації до динаміки суспільних відносин, забезпечення якісного надання публічних послуг при залученні мінімального обсягу бюджетних коштів та досягнення максимального результату при використанні цих коштів, що надасть можливість підвищити дієвість бюджетного процесу, стійкість бюджетної системи, обгрунтованість бюджетного механізму, упорядкування системи публічних закупівель в умовах недостатнього рівня формування доходів бюджету та значного рівня дефіциту бюджету. Удосконалено підходи щодо формування фінансово-бюджетної політики як інструменту економічного розвитку; положення щодо особливостей формування та реалізації пріоритетів фінансово-бюджетної політики у системі економічного розвитку; підходи щодо дієвого використання фінансово- бюджетних механізмів як складової економічної політики держави. Дістало подальший розвиток положення щодо фінансово-бюджетних відносин, що сприятиме результативності забезпечення економічного розвитку; узагальнення та систематизація досвіду формування та здійснення фінансово- бюджетної політики у країнах з розвинутою та трансформаційною економікою, що надасть можливість підвищити результативність управління публічними фінансами; підходи до розробки основних напрямів фінансово-бюджетної політики у системі соціально-економічних відносин, що сприятиме дієвому впливу державних фінансів на економічний простір. Теоретичні положення та висновки дисертаційної роботи, що розкривають сутність фінансово-бюджетної політики, мають практичне значення при розробці та реалізації фінансово-бюджетної політики, підвищення бюджетної результативності як інструменту економічного розвитку. Основні висновки та результати дисертаційної роботи використано Секретаріатом Кабінету Міністрів України при опрацюванні проєктів нормативно-правових актів з питань розробки та реалізації фінансової та бюджетної політики держави (довідка від 28.08.2023 № 67-194/1-23). Положення дисертаційної роботи використано у навчальному процесі Державного торговельно-економічного університету при викладанні дисциплін «Бюджетне планування і прогнозування», «Фінансова політика держави» (довідка від 01.09.2023 р. № 121). Особистий внесок здобувача полягає у розкритті сутності фінансово- бюджетної політики економічного розвитку. Наукові результати та висновки, які виносяться на захист, одержані автором самостійно.

The dissertation is a comprehensive study of the theoretical foundations and improvement of methodological provisions for the formation of financial and budgetary policy, increasing budget effectiveness as a tool of economic development. Financial and budgetary policy as a component of economic development is aimed at creating an effective system of managing the state's financial resources. A balanced approach to budget planning is an important prerequisite for effective social and economic policy. The formation of the budget deserves appropriate attention based on the need to increase the effectiveness of state finance management in the conditions of socio-economic transformations. It is important to reveal the essence of the formation and implementation of the financial and budgetary policy as a tool of economic development, the integration of budgetary components of the management of financial and economic relations, the validity of the budgetary mechanism, the streamlining of the public procurement system in the conditions of an insufficient level of budget revenue generation and a significant level of the budget deficit, determining the directions of the development of the system formation of the budget taking into account the priorities of the socio-economic development of the country. In these financial and economic conditions, it is important to determine the priority directions of the financial and budgetary policy, assess its impact on the economic development of the country, and implement effective financial and budgetary components of social development. It is important to improve approaches to the formation of financial and budgetary policy as a tool of economic development, effective use of financial and budgetary mechanisms as a component of the state's economic policy. The object of research is financial and budgetary policy. The subject of the research is the theoretical foundations and mechanisms of the formation of the financial and budgetary policy of economic development. The work uses a set of methods and approaches, which made it possible to realize the conceptual unity of the research. Systemic and structural methods were used to reveal the essence of financial and budgetary policy. With the help of comparative and factor methods, the experience of forming and implementing financial and budgetary policy in countries with developed and transformational economies is summarized. The methods of scientific abstraction and synthesis were applied in determining the main directions of the financial and budgetary policy of economic development. The information base of the study consisted of legislative and regulatory acts on the formation of financial and budgetary policy, statistical and analytical materials of the Ministry of Finance of Ukraine, the Ministry of Economy of Ukraine, the State Statistics Service of Ukraine, the State Treasury Service of Ukraine, the State Audit Service of Ukraine, relevant monographs, scientific articles domestic and foreign scientists. The scientific novelty of the obtained results lies in the disclosure of the essence of the formation and implementation of financial and budgetary policy as a tool of economic development, which consists in the integration of budgetary components of the management of financial and economic relations based on the priorities of the socio-economic development of the country, taking into account the need for rational use of budgetary expenditures, budgetary adaptation to the dynamics of social relations, ensuring quality provision of public services when attracting the minimum amount of budget funds and achieving the maximum result when using these funds, which will provide an opportunity to increase the effectiveness of the budget process, the stability of the budget system, the validity of the budget mechanism, the streamlining of the public procurement system in conditions of an insufficient level of budget revenue generation and a significant level of budget deficit. Approaches to the formation of financial and budgetary policy as a tool of economic development have been improved; regulations regarding the specifics of the formation and implementation of financial and budgetary policy priorities in the system of economic development; approaches to the effective use of financial and budgetary mechanisms as a component of the state's economic policy. Provisions regarding financial and budgetary relations have been further developed, which will contribute to the effectiveness of ensuring economic development; generalization and systematization of the experience of formation and implementation of financial and budgetary policy in countries with developed and transformational economies, which will provide an opportunity to increase the effectiveness of public finance management; approaches to the development of the main directions of financial and budgetary policy in the system of socio-economic relations, which will contribute to the effective influence of state finances on the economic space. The theoretical provisions and conclusions of the dissertation, which reveal the essence of financial and budgetary policy, are of practical importance in the development and implementation of financial and budgetary policy, increasing budget efficiency as a tool of economic development. The main conclusions and results of the dissertation work were used by the Secretariat of the Cabinet of Ministers of Ukraine when processing projects of normative legal acts on the development and implementation of the state's financial and budgetary policy (reference dated August 28.2023 No. 67-194/1-23). The thesis statement was used in the educational process of the State University of Trade and Economics when teaching the disciplines "Budget Planning and Forecasting", "Financial Policy of the State" (reference dated September 1, 2023, No. 121). The personal contribution of the recipient consists in revealing the essence of the financial and budgetary policy of economic development. Scientific resultsand conclusions presented for defense were obtained by the author independently.
