dc.description.abstractГановський В.Л. Регулювання монополії інформаційно-комунікаційних платформ. – Кваліфікаційна робота на правах рукопису. Дисертація на здобуття наукового ступеня доктора філософії за спеціальністю 051 – Економіка. – Державний торговельно-економічний університет, Київ, 2026. Дисертація є комплексним дослідженням теоретичних, методологічних та практичних підходів до регулювання феномену монополії інформаційнокомунікаційних платформ. Актуальність теми зумовлена обмеженістю наявного інструментарію регулювання ринкової влади інформаційно-комунікаційних платформ, орієнтованого переважно на ex-post реагування, що не враховує специфіку цифрових ринків, сформованих під впливом мережевих ефектів, концентрації даних та екосистемної інтеграції. Фрагментарність наукових досліджень в даній сфері свідчить про відсутність єдиного бачення майбутньої інституційної моделі регулювання, яка б змогла поєднати традиційні ex-post інструменти з найкращими практиками впровадження ex-ante регулювання на цифрових ринках. У ході дисертаційного дослідження було проведено теоретичний аналіз зміни парадигми конкурентних відносин через стрімкі процеси цифровізації економіки у світі, а також розкрито сутність феномену монополії інформаційно-комунікаційних платформ, розвиток та зростання яких власне і стали наслідком цифрових змін. Складність природи багатосторонніх ринків, які формують платформи, змінили загальноприйняту концепцію регуляторного процесу у світі, зробивши регулювання засноване на цінових коливаннях малоефективним. У звʼязку з цим було розроблено теоретикометодологічні засади та практичні рекомендації щодо альтернативного регулювання монополії інформаційно-комунікаційних платформ та сформовано покроковий план їх застосування в Україні.uk

Dissertation research for the degree of Doctor of Philosophy in the speciality 051 – Economics. – State University of Trade and Economics, Kyiv, 2026. The dissertation is a comprehensive study of theoretical, methodological, and practical approaches to regulating the phenomenon of information and communication platform monopolies. The relevance of the topic is determined by the limitations of existing instruments for regulating the market power of information and communication platforms in Ukraine, which are primarily oriented toward ex-post responses and do not account for the specifics of digital markets shaped by network effects, data concentration, and ecosystem integration. The fragmented nature of academic research in this area indicates the absence of a unified vision for a future institutional regulatory model that could combine traditional ex-post instruments with best practices for implementing ex-ante regulation in digital markets. 8 In the course of the dissertation research, a theoretical analysis was conducted on the paradigm shift in competitive relations due to rapid digitalization processes in the global economy, and the essence of the phenomenon of information and communication platform monopolies was revealed, whose development and growth are themselves a consequence of digital transformations. The complexity of the multi-sided markets formed by platforms has changed the generally accepted concept of the regulatory process worldwide, rendering price-based regulation ineffective. In this regard, theoretical and methodological foundations and practical recommendations for alternative regulation of information and communication platform monopolies were developed, and a step-by-step plan for their application in Ukraine was formulated.en_US
