Regional patterns in car registration in Ukraine since russian invasion

This article analyzes the impact of the Russian invasion on the vehicle registration system in Ukraine from 2022 to 2024. The study examines how operations in occupied and non-occupied regions evolved during this period, highlighting significant disruptions, especially in service centers. Despite these challenges, vehicle registrations showed a strong recovery, with May 2024 marking the highest registration volume since the war began. Additionally, the paper explores the increase in vehicle imports, particularly used cars from abroad, and discusses changes in registration procedures aimed at improving efficiency. A key focus is on the proposed legislative changes, including a new 15% tax on vehicle purchases, which could substantially alter the market dynamics, leading to a potential decline in registrations. The analysis points to the possibility of increased tax avoidance schemes and forecasts the long-term effects of the new tax policies on both the new and used car markets in Ukraine.
