CODEBOOK (VARIABLE DEFINITIONS AND CODING RULES) 8.1 Country Definition: EU Member State. 8.2 Competent authority Definition: Short label for the main competent authority used in the dataset (may be the screening body or final decision-maker depending on institutional design). 8.3 Institutional model Type: Categorical variable. Allowed values: - single_lead One ministry/agency runs the screening process end-to-end. - lead_plus_committee Lead authority plus an interagency committee/commission (advisory/coordination). - dedicated_unit_or_agency Specialised screening authority/unit/agency (including statutory commissions). - decentralised_sectoral_authorities Competence distributed across sector authorities. 8.4 FDI screening committee Definition: Official name of the committee/commission if established by law or government act. Blank if none. 8.5 Newly established body (Yes/No) Definition: Yes if the screening body/committee/office is newly created by the screening framework (including a new statutory commission). No if the framework assigns tasks to pre-existing institutions. Blank indicates unknown/not identifiable and/or pending validation. 8.6 Final decision level Type: Categorical variable. Allowed values: - administrative_ministerial - administrative_agency - cabinet_government - hybrid_admin_plus_political 8.7 Domain Definition: Functional home of the lead authority (e.g., economy_industry_trade; cabinet_central_government; finance_treasury; foreign_affairs_security). 8.8 Dedicated screening office (name; if identified) Definition: Name of a dedicated screening office/unit/secretariat (e.g., an FDI office within a ministry). This is not a yes/no variable. Blank means that no dedicated office/unit was identifiable from the sources used and/or the entry is pending validation. 8.9 Parallel screening regimes (Yes/No) Definition: Binary indicator capturing whether, in addition to the main national FDI screening framework, a Member State maintains separate screening-type regimes (security/public order) in other legal instruments (typically sector-specific regimes).
